近期，歐盟委員會發(fā)布G/TBT/N/EU/527/Add.l號通報，擬修訂化妝品法規(guī)（EC 1223/2009），禁止使用鄰苯基苯酚鈉、鄰苯基苯酚鉀和鄰苯基苯酚乙醇胺鹽作為防腐劑用于化妝品中。

 

（2）條例生效6個月后，含有鄰苯基苯酚且不符合新規(guī)要求的化妝品將不得在歐盟市場上市，9個月后不得在歐盟市場銷售；

我國現(xiàn)行《化妝品安全技術(shù)規(guī)范》（2015版）規(guī)定的鄰苯基苯酚及其鹽類最大允許使?jié)舛葹?.2%，與歐盟本次新修訂要求不符。
 

歐盟是世界化妝品的重要消費市場和出口供應地，該法規(guī)的批準實施可能對我省出口歐盟的化妝品相關(guān)生產(chǎn)或銷售企業(yè)帶來重大影響。
 

現(xiàn)發(fā)布對該技術(shù)法規(guī)的黃色預警，請各有關(guān)單位密切關(guān)注該技術(shù)法規(guī)實施的最新進展情況，積極采取應對措施， 降低出口貿(mào)易風險。

The European Union would like to inform the WTO Members that the "draft Commission Regulation amending Annex V to Regulation (EC) No 1223/2009 of the European Parliament and of the Council on cosmetic products" has been amended.
The amendments concern the following point:
The use of sodium o-phenylphenate, potassium o-phenylphenate and MEA o-phenylphenate as preservatives should not be allowed.
Final date for comments: 30 days from date of notification.
